Munivera

About

Marcus Hale, founder

Fourteen years as a Level III warranted federal Contracting Officer, then AI products for acquisition professionals, then a live procurement modernization at the Rhode Island Airport Corporation. Munivera sits at that intersection.

The edge

Most AI shops cannot read a procurement procedure. Most procurement consultants cannot ship an AI system. Munivera is built at that intersection, for state, local, and education agencies that need specific workflows automated — not a transformation program and not a citywide chatbot.

Path

Level III warranted Contracting Officer (1102 series) at NNSA/DOE, EPA, and the U.S. Air Force. Director of Product / Innovation Lead at CACI International, owning AI-enabled products for federal acquisition users. Founder of FARGPT. Most recently, procurement modernization at the Rhode Island Airport Corporation.

Rhode Island first

The firm is based in Rhode Island: the RIAC reference, proximity to a dense set of municipalities, and a state AI action plan that already names procurement, HR, DMV, and document processing as priority pilots. Massachusetts and Connecticut follow.

What we will not do

We will not host agency data on Munivera infrastructure. We will not compete for generic citywide chatbot RFPs. We will not sell hourly staff augmentation. We will not put a model where a rule belongs. Munivera is services first. Productization comes from repeated delivery.
