Principle: deploy into their stack. Munivera does not host agency data. The architecture is the governance framework.

Deterministic by design

Most of the system is not AI. That is the point.

Agencies have sat through a dozen AI demos and still have no clear first step. That is rational: adjectives cannot be verified. Architecture can. In a Munivera system the model is a component behind gates — not the system. It does one bounded task, and ordinary, testable software does everything else.

Architecture

Requirements we will not waive

Hosting

Agency-controlled cloud tenant (Azure / M365, AWS, or GCP). Munivera does not host agency data.

Identity

Entra ID or existing SSO. Role-based permissions inherited from source systems.

Data minimization

Models receive only the minimum context needed for the task.

Auditability

Every prompt, retrieval, and output is logged and retrievable for records requests.

Employee in the loop

A named employee approves any consequential action: award, payment, permit decision, or correspondence sent.

Retention

Aligns with the agency records schedule. No shadow copies.

Accessibility

WCAG 2.1 AA for any staff- or public-facing interface.

Evaluation

Accuracy test set built during the pilot; regression-tested on every model or prompt change.

Portability

The agency owns prompts, evaluation sets, configuration, and documentation at exit.

Assessment methodology

The same measurement, every time

For each candidate workflow:

Annual volume × minutes per task × fully burdened labor rate × automation share

The deliverable frames the opportunity as recoverable administrative capacity across N workflows, then recommends one pilot. Each workflow is also scored on data readiness, integration complexity, records and privacy sensitivity, and political risk.
